fbi raid of oakland mayor shang tao's home. her chief has quit just one day after the mayor and her attorney parted ways. >> the first thing you need to do as mayor is exude confidence. you need to let your residents know that you're on top of it, that you got this right. now, residents in oakland are not feeling that. >> good evening everyone. i'm heather holmes and i'm mike mibach. >> this latest shakeup comes as the mayor criticized the federal investigation that she alleges is a conspiracy against her. ktvu henry lee has been working the story. he joins us here in studio. very fluid situation. this one. yeah, indeed. >> mike and heather, this seems like not a day can go by without some new revelation involving mayor tao, her office and this ongoing federal investigation that has now cost her two advisors turmoil at oakland city hall after an attorney for embattled mayor sheng tao and now her chief spokesman both parted ways with the mayor in the wake of an fbi raid at her home and her defiant speech in

response to that search. >> when a mayor gets fired by her attorney and her communications director in the same day, it's not exuding a place of confidence. >> ktvu was first to report francis zamora, chief of communications for tao, resigned after just nine months on the job. media strategist justin burton worked as director of communications for former oakland mayor libby schaaf. he says zamora's departure speaks volumes. >> he resigned just a few hours after mayor tao gave a divisive speech, a polarizing speech, one that was self-pitying and one that was conspiratorial. everybody seems to be jumping ship and again, that speaks to where leadership or lack thereof. >> ktvu legal analyst michael cardoza says the internal strife within her office isn't a good sign. >> and to have people on staff that believe in her and would stand by her, and we're finding out that's not true at all.

>> zamora had been at tao's side through thick and thin. you can see zamora on the top left of your screen at a news conference with the mayor downtown back in february, where she was interrupted by those supporting her recall. and it was just days after recall signatures were qualified that fbi agents searched her home on thursday. on monday, she questioned the timing of the raid, proclaimed her innocence, and accused the media, billionaires and right wing elements of conspiring against her. >> i want to know what probable cause the fbi has, what evidence have they collected that justifies raiding the home of a city mayor without notice and without the courtesy of a conversation? >> criminal defense attorney stuart caplan, a former fbi agent, told ktvu that courtesy could apply with an arrest warrant. but if the bureau wants to search your property, they won't give you a heads up. >> we don't want to give them an opportunity to destroy or remove the fruits of evidence that may assist us in building our case against them.

>> now, the feds are required to show you the court approved search warrant, but not the affidavit, which explains probable cause. now, that only happens if you're criminally charged after an arrest. and to be clear, tao has not been charged with a crime. she's working on finalizing arrangements for a new attorney and a former spokeswoman for her is now returning on an interim basis. yeah, but, henry, all of this a major distraction when the city has a lot of tough issues ahead. >> number one, getting a budget passed. >> yeah. the mid cycle budget. they have to make sure that it's done by this week. and there's a lot to do in between those couple of days. so a lot to a lot of stuff to do. yeah. >> all right henry thank you. new at six. police are investigating the deaths of two people in the city of oakland. authorities say they were found dead inside a tiny home at the city's mandela community cabin site under state 580, in west oakland. when police arrived, they say they found two people unresponsive inside one of the homes. they were pronounced dead at the scene. it is not clear tonight how the two individuals died. the chp confirms it has

arrested at least one person in connection with the sideshow on the bay bridge over the weekend. officers say one person was taken into custody following a pursuit immediately after this sideshow. chp also issued citations to some of the spectators. drivers took over that eastern span of the bridge just after 2:00 sunday morning and blocked traffic for 30 minutes, setting off fireworks. authorities hope license plate readers can help track down even more participants. >> alameda county district attorney pamela price is asking for help tonight in finding any leads in connection with that mass shooting that took place at lake merritt in oakland. it left more than a dozen people hurt. on june 18th, ktvu alice was live now in oakland tonight with more on what the da had to say today. alice >> yes, that's right heather. this was kind of a combination press conference. she announced a couple of changes with organization in her department. but she renounced the violence at lake merritt on june 18th. in a scheduled press conference,

alameda county district attorney pamela price addressed the mass shooting at lake merritt on last week's juneteenth holiday. >> a mass shooting is generally defined as anytime a person shoots more than four people in a single incident, and certainly we believe that the incident at the, following on the evening of juneteenth in at lake merritt qualifies for that. >> the shooting happened after a sideshow broke out on the north side of the lake just after dark. >> we know that there were multiple shooters. it does not appear that one target, one person, was targeting, particular people or targeted for people, but that there were multiple shooters and incidents that appear to have spiraled out of control. >> oakland police are still investigating the incident. >> unfortunately, i have learned that no one is currently charged at this time. >> the da is asking for the public's help. >> there are a lot of videos. we

this project is way too expensive, but supporters say the project could be life changing as it would create tens of thousands of jobs. >> this transportation project is expected to generate 75,000 jobs, and that improves our local economy. it improves the regional economy. it gives good paying jobs and access to life changing apprenticeship pathways . >> the federal money would be on top of the $6.5 billion santa clara county taxpayers have already approved for the project . >> a number of spot fires along a busy freeway in san jose and several days. and fire investigators believe they are not necessarily a coincidence and big decisions facing voters in november in solano county. >> the arguments on both sides of the debate should a new city be built and a nice day today, temperatures pretty much on the warm side inland are actually hot, a little milder around the bay, but a general cooldown coming our way.

smoke coming out of hoffman's reptile shop on concord boulevard, as well as an adjacent donut shop and hair salon. firefighters were able to get those flames under control in just a couple of hours. no animals were hurt in the fire. the cause of that fire is not yet known. >> now to some developing news that we're following in the east bay sky fox overhead. a grass fire in newark earlier this afternoon. this was in the area of eureka drive and stevenson boulevard there on the west side of interstate 80. firefighters say this is a wind driven fire. it's not clear just how many acres have burned or whether any structures might be threatened. the fire is in an industrial area. train traffic in the area has been stopped and utility crews are de-energizing nearby power lines. we're going to stay on top of that and bring you any developments as soon as we get them. meantime, san jose police have arrested a man on suspicion of arson after three fires were started not far from one another. this was all near highway 101. ktvu south bay reporter jesse gary reports now from san jose on whether all of

these fires are connected. what are officials thinking? jesse >> heather, good evening to you and that's exactly what they're looking into. you talked about the three fires that were here at one time today, and they make up just one incident out of seven over the past approximately ten days. and as you said today, san jose police making an arrest, charging that person with arson around 1130 tuesday morning, not one, not two, but three simultaneous fires burning dry brush near watson park in san jose. drivers on highway 101 called 911 reporting smoke and flames, which brought a single engine and then more resources. investigators say the scene is suspicious. >> there's three different burn patterns. none of them are interconnected with each other, which means that they were set separately. there's no wind in the air. we really can't assume that it was firebrands or or just pieces of flaming material

going over and starting the other the other fires. >> san jose police arrested a man in his early 20s near the fires. in an email, officials say an officer circulated the area and located the suspect as they were lighting another fire. he's charged with suspicion of arson after officers found fire starting items in his possession . firefighters say this marks the seventh fire incident near highway 101. over the past nine days on june 16th, a three acre grass fire started at oakland road near highway 101, and on june 22nd, another vegetation fire, this time at alum rock avenue near highway 101. arson investigators are checking to see if the same suspect is responsible for the fires earlier in the month. >> there's always danger in fighting fire. we do have a freeway on one side which could distract drivers and cause traffic accidents. we also want a park on this side. the fire is kind of contained between cement, but we do have a lot of

homeless encampments. unhoused encampments going through here, which we, you know, worry about their safety as well. >> late this afternoon, one of the burn areas here in watson park reignited san jose firefighters responded with two engines and a water tender to tap out. thick smoke and heavy flames. san jose police have not released the name of the or identity of the suspect, who was arrested, only saying that he is a man in his 20s. we're live in watson park here in san jose. jesse gary, ktvu, fox two news. we'll head back to you up in oakland. >> okay. jesse. thank you. >> police have made two arrests connected to 911 outages this month affecting three east bay cities. officers say two men were arrested for stealing copper cables, which took out the emergency phone systems in pinole. hercules and san pablo. that first outage occurred june 4th and lasted a week. the second happened june 22nd. in that system. at last check is still down. all calls are being rerouted to the contra costa county sheriff's office.

a subtle change. the moisture that was moving through this morning, you saw it. you felt it too. the humidities were pretty high for the most part. you can see that moisture is now up around chico, most of that's not hit in the ground. that's really a dry, lower atmosphere. so we're seeing, you know, radar returns are showing green, but the rain isn't actually getting to the surface, most likely. and then you've got the thunderstorms that have been popping up around the west slope of the, not the west slope. now, the east slope of the sierra nevada, up around bishop in mammoth lakes. so that's gone. now. we've got little fog coming back in. spectacular shot of the fog working. its way across the bay. i love that shot. isn't that money? you see the tower? the north tower? there is kind of just now getting buried on the golden gate bridge. as we go through the next couple of days, fog is going to be doing this and that nights and mornings, and it's going to do the summertime thing. but again, today, nothing. or this week nothing really exciting or different going on with the weather pattern. otherwise it's going to kind of flatline yesterday and today with the high clouds, there's a tropical moisture that was sort of our

that fiery train derailment in east palestine, ohio, last year. investigators say a trackside sensor failed to catch a burning rail bearing miles from where the train eventually derailed. and according to their findings, the disaster unfolded and was made even worse due to railroad management errors and delayed information and communication gaps among key decision makers. >> we are here to ensure that the lessons learned from this derailment will lead to meaningful change, so no other community has to relive the challenges faced by the people of east palestine. >> the ntsb also criticized the decision by norfolk southern to vent and burn the toxic chemicals inside those train cars, saying they ignored evidence showing there was a risk of the cars exploding. the decision forced evacuations and sent a plume of toxic smoke over the town, leading to some residents to complain of long term health issues.

board will decide which schools need to close next year in order to close a budget gap, ktvu ali rasmus explains the issue at hand. >> san francisco unified has 106 schools district wide, but there are about 4000 fewer students now than before. the pandemic. the district expects to lose another 4000 kids in the coming decade. >> we know that the district needs to rightsize the ship. we know that the district has not made the hard decisions that it's needed to for a decade, and so it it that band aid that they're ripping off now is that much bigger and hurts that much more. >> tonight the san francisco school board will discuss what criteria or guidelines it should use to determine which sfusd schools it should merge or close in 2025, according to the superintendent, some of the criteria could include things like school access, historical inequities, academic performance , enrollment, building condition, and teacher turnover. the board will not decide which schools tonight. only the

guidelines for scoring or ranking schools for possible closure. even so, the thought of any school shutting its doors is worrisome for parents that would be really stressful because we are we are used to that school and we know the teachers and we have. >> she's been going since to that school, since two years, since kindergarten. >> i think everybody's kind of suffering, you know, the teachers, the students. principals are really, you know, just having a hard time. >> this is not going to be easy. >> meredith dodson with the nonprofit s.f. parent action, says her group wants to make sure the decisions about future school closures are kid centered . >> we've been talking with a parent group over in oakland and trying to learn from how they responded when their district was closing schools a few years ago, one idea offering some students from shuttered schools an opportunity ticket elsewhere. if a kid from especially a family or community that's been historically underserved by the district, can the district guarantee that they have a spot

to any school of their choice within the district? now again, the board will not decide which schools could possibly close. >> tonight, a list of schools is expected to be released in the fall, with a final vote on it slated for this december. but the public comment of tonight's meeting starts at 630 this evening in san francisco. ali rasmus, ktvu, fox two news. >> that's right. so the meeting getting underway just about 20 minutes ago. we do have a reporter and a photographer there tonight, and we will bring you any decision from the school board tonight on the 10:00 news. >> and a rare move the supreme court is scheduled to hand down several rulings three days in a row, starting tomorrow. among the landmark cases that could be decided this week is a case from grants pass. oregon opponents challenged local ordinances that ban sleeping or camping in public. lower courts ruled that enforcement amounted to cruel and unusual punishment. last hour at four, the director of ucsf's center for vulnerable populations said that in her view, fines and jail time are

not an answer to homelessness. >> bringing people to jail for a few days does nothing to end homelessness, and if anything, it makes things worse because it leaves them people more traumatized with a record that then has to be cleared. jails are expensive, and it's not going to get us any closer to homelessness. >> cities and counties across the country, including here in the bay area, are awaiting that ruling, which could affect their own efforts to address homeless encampments. >> a bay area nonprofit released a new report on what it says needs to be done to reduce homelessness. the group, all home, says it would take five years to reduce homelessness in the bay area by 75. it would cost $9.5 billion, on top of the money already going into homeless programs. those funds would go toward homeless prevention to 19,000 households and the creation of tens of thousands of new housing units. east bay assembly member buffy wicks says she is seeing success with a similar program in her

district. >> berkeley saw a drop in their unsheltered homelessness by almost half in the past two years. that is demonstrated success and demonstrated a change based on the model that you all are discussing here. >> someone becomes unhoused. the group developed a regional action plan solutions dashboard on its website that allows users to see how that money would be spent. >> all right, take a look up top at the long range model. we're going to watch the jet stream as we go through the next seven days. and that little trough right there that's you can kind of see it outlined in the in the jet streaks that i've put in here. it kind of stays put. so see here through in through wednesday into thursday. now this is the reason that temperatures aren't going to get out of control. hot. it's still their summit or a lesser iteration but still there. and then it starts. can you see it's starting to pull out a little bit. that's flattening out. and it starts to ridge up a little bit as we head into the weekend

and next week, which would indicate certainly next week the potential for some warmer daytime highs back into perhaps the mid 90s. so we will see. but right now that that trough is our dominant, it's a subtlety, but that is our dominant weather feature right now. is that trough. and then the byproduct of that or that's the mechanism. the symptom of that is the fog that's along the coast. it'll get a little further inland tonight and do some cooling. you can't see the moisture. most of that moisture is moved out. there's some left over here. the subtropical moisture that made it feel so muggy and kind of today. that's how that's what that was. that was monsoonal moisture coming from the desert southwest. we're actually coming off a dying tropical storm. and you can still see it out there if you look real hard. if you have the right tv, you can see some of those mid and high level clouds, but really a dry lower atmosphere. so rain not hitting the ground. and then there's the fog. that's just kind of getting pressed down by the marine layer or by the high pressure. these are the right now temperatures. it's cooled off a bit. we're going to see a pretty good little push of marine air

tonight. we already are minus two in nevada but it's plus 11 in san carlos. that's sort of interesting. so what's the plan. tomorrow's going to be slightly cooler. and then it's just going to level off. temperatures are going to continue to stay in that in that in this zone in this microclimate zone. so low 60s at the beaches at best. san francisco will be in the mid 60s, upper 60s. berkeley is about 72, 73 over the hill. you start seeing 80s out towards clayton and danville mid 80s, and then maybe a couple low 90s, but like today in yesterday. but i think for the most part mid and upper 80s are our hot spots. the next couple of days. and then this is the fog footprint tomorrow morning. so that's indicates some pretty pretty good cooling if you will. and then you see the fog footprint again. and then you'll see it burn back and then it leaves behind mild well very warm temperatures but milder than they could be. the real heat ends up pushed back into the central valley. and we're just on those edges on the edges of the heat again. right. unless
